C Menger and needs satisfaction

Under heading B. in Section 2, C Menger claims that:

the efforts of men are directed toward fully satisfying their needs, and where this is impossible, toward satisfying them as completely as possible.

While we might be inclined to agree with Menger, it might be well for us to ask whether all "needs" are of the sort that can be satisfied by goods.
